WhatsApp for MFIs and SACCOs: a compliant outreach playbook

How to use WhatsApp to reach prospective members and borrowers personally and effectively — while respecting consent and data-protection rules.

6 min read · Updated

WhatsApp is where your prospects already spend their time. Used well, it is the most personal and effective outreach channel an MFI or SACCO has. Used badly — bulk messages to people who never asked — it damages trust and can attract regulatory action.

Only message people who agreed to hear from you about your products, and record when and how they agreed. In Kenya, the Office of the Data Protection Commissioner has held that consent for direct marketing must be express, and that a mobile-money payment alone is not consent. Other countries’ laws take a similar approach.

Write like a person

  • Use the person’s name and mention where you met or how they contacted you.
  • Say who you are: your name and your institution.
  • Make one clear suggestion, such as a visit or a call at a specific time.
  • Keep it short. Three or four lines is enough.

Example first message

Hi Sokha, this is Dara from Mekong Valley Credit Cooperative. Thank you for your interest in a business loan at Saturday’s market fair. Could I visit your stall on Thursday morning to explain the options?

Fictional names. The same pattern works whether you are a SACCO in Uganda, a credit union in the Philippines or an MFI in Cambodia — only the language changes.

Always offer a way out

Every marketing message should include a simple way to stop further messages. Honour opt-outs immediately and across your whole institution — not just for the officer who received them.

Templates keep quality and compliance consistent

Agree a small set of approved templates — first contact, follow-up after a visit, document reminder, savings invitation — so every officer sends accurate, compliant messages that still feel personal.

Log every message

Keep a record of what was sent, to whom and when. If a complaint ever arrives, you can show exactly what the person received and that they had agreed to it.

When to use SMS instead

For feature-phone users or people not on WhatsApp, a short SMS from your registered sender ID works well. Keep it under 160 characters to avoid paying for two messages.
